Half Of My Hair Is Straight And The Other Half Is Curly

I cannot cut the straight part.

Half of my hair is straight and the other half is curly. My problem is that only the bottom half of my hair curls and the top stays mostly straight. It is just that the bottom layers of my hair the ones that have roots from mid high ear and down is absolutely pin straight with a slight curl out in on the bottom while the rest is wavy curly. All i do now is using waver to the bottom part if there s another solution please tell me. And it bothers me i shampoo and condition all of my hair and rinse all of it out.
